Language and learning as a social process; problems of using a language of instruction not familiar to the learners. Contrasts two views of language:

• Language as an instrument of communication. Implies passing on information, attitudes, ideas or points of view to others
• Language as a resource

Implies having a tool to construct

• information
• attitudes
• ideas, or
• points of view.

Implies participation of many persons in the process of construction--ideas and information are not simply passed on, but are shaped in the pattern of interaction in which people engage.
