Describes five types of adults to reach with adult education:

• The nonliterate
• The functionally nonliterate
• The literate without functional skills
• The well educated who lack motivation and opportunities for recurrent education
• Women

Describes efforts to reach these adults and what kinds of literacy environment and functional reading materials they may need. Concludes with suggestions of strategies for reaching the unreached by reducing nonliteracy and promoting vocational and recurrent education.
